The administration of Donald Trump is developing a semiconductor tariff-and-rebate framework designed to accelerate domestic manufacturing while protecting U.S. artificial intelligence infrastructure. The plan proposes exemptions from import tariffs for major technology companies, including Amazon, Google, and Microsoft, specifically for chips used in AI data centers.

Under the proposed scheme, the U.S. Department of Commerce would grant these carve-outs based on investment commitments from Taiwan Semiconductor Manufacturing Company (TSMC). TSMC has pledged a $165 billion investment to establish advanced manufacturing facilities in Arizona. These exemptions would allow TSMC to import chips tariff-free in proportion to its domestic capacity and pass those financial benefits to its American customers.

This initiative follows a broader U.S.-Taiwan trade agreement in which Washington agreed to lower tariffs on Taiwanese imports to 15% in exchange for a $250 billion commitment to U.S. chip production. While the White House has already imposed 25% tariffs on certain chips imported to the U.S. and then re-exported to China, it has excluded chips used for domestic AI data centers thus far. Administration officials noted that the details of the program remain in flux and are awaiting final presidential approval.
