Russian President Vladimir Putin is planning a massive winter campaign of strikes against Ukraine's energy and water infrastructure to force the country into submission. An intercepted Russian war plan, shared by Ukrainian Energy Minister Denys Shmyhal with European partners in Paris, reveals a strategy to use up to 1,000 missiles, drones, and bombs to collapse the national power grid.
The campaign specifically targets electrical substations, hydroelectric and thermal power plants, and the electrical switchyards of Ukraine's three operating nuclear power stations. Officials warn that strikes on these switchyards, located near reactors, pose a serious risk of nuclear meltdown.
Russia has already initiated this campaign with strikes on Wednesday against a large thermal power plant and other energy facilities in Kyiv, resulting in power and water outages. The intercepted plan also details the first large-scale attack on Ukraine's water network using glide bombs and ballistic missiles.
