South Korea Invests $518 Billion to Become AI Superpower

South Korea is investing $518 billion in chip manufacturing and developing a sovereign cybersecurity AI model to reduce reliance on foreign technology.

Lee Jae Myung, the President of South Korea, is leading a strategic initiative to establish the nation as one of the world's top three AI superpowers. Central to this ambition is a $518 billion investment by Samsung Electronics and SK Hynix to construct a new chip-making hub in the country's southwest. This move leverages South Korea's dominance in high-bandwidth memory chips, with the companies projecting an 80 percent global market share by 2028. Lee described semiconductors, physical AI, and AI data centers as the triple axis for a great leap forward.

Parallel to these industrial investments, South Korea is pursuing technological sovereignty in cybersecurity. Science and ICT Minister Bae Kyung-hoon announced on July 17 that the government will develop a sovereign AI model by the end of 2026 to protect critical infrastructure. This effort follows U.S. export restrictions on advanced AI systems, including Anthropic's Mythos 5, which exposed national vulnerabilities.

While the chip initiative has boosted South Korea's 2026 economic growth forecast to 3 percent, the sector faces challenges from power constraints and talent poaching by China. Additionally, the government must bridge gaps in computing capacity and software to evolve its security-centric AI into a broader frontier model capable of global competition.
