Trump Administration Proposes English-Only Mandate for Head Start

The United States Department of Health and Human Services proposed a federal rule in August 2026 requiring all education in the Head Start program to be conducted in English. Aligning with an executive order designating English as the official language of the United States, the proposal seeks to improve children's future economic opportunities and facilitate assimilation. The overhaul would remove requirements for centers to hire staff fluent in students' home languages and make certain parent-teacher conferences optional.

The administration estimates the transition will cost tens of millions of dollars, including $47 million to replace multilingual curricula and materials. While the agency stated home languages could still be used for non-instructional purposes, it acknowledged that removing bilingual staffing requirements could weaken communication with non-English-speaking families. Certain American Indian and Alaska Native programs using Tribal languages are exempt from the mandate.

Opponents, including child psychologist Michael López and Los Angeles mayoral candidate Nithya Raman, argue the mandate lacks a research basis and would harm multilingual communities. Raman has threatened a joint lawsuit with the school district if elected mayor. Conversely, supporters such as the Heritage Foundation and the Los Angeles County Republican Party argue that English proficiency is essential for school readiness. The administration is seeking public feedback on the proposal, with comments due by October 6.
