Governor Greg Abbott ordered a verification audit and audit process for 250 to 300 energy projects, primarily data centers, before they can be approved for connection to the Texas power grid. Issued on August 3, the directive prioritizes these checks within the Electric Reliability Council of Texas (ERCOT) Batch Zero study to address public backlash regarding the rapid buildout of facilities.
The projects under review represent 200 gigawatts of future demand, which is more than double the grid's peak demand record. Developers must now provide detailed data on ownership, community impact, water and power usage, and tax breaks. The audit moves the verification process to the front of the line before the interconnection study begins.
Simultaneously, the Public Utility Commission of Texas faces pressure from landowners and legislators to deny applications for new 765 kilovolt transmission lines until the state legislature can revise the approval process. This delay occurs despite warnings from ERCOT that the Permian Basin could experience rolling blackouts by next summer without the new lines.
