European Commission Sets Faster EU Path for Moldova
The European Commission released roadmaps showing Moldova is positioned to advance toward EU membership faster than Ukraine due to superior progress on rule-of-law benchmarks.
The European Commission unveiled membership roadmaps on November 4, 2026, indicating that Moldova is positioned to advance toward European Union membership more quickly than Ukraine. Moldova's plan envisions the provisional closure of 25 negotiating chapters throughout 2027, whereas Ukraine's roadmap identifies only seven chapters for closure in the same timeframe.
This disparity stems from Moldova's more advanced progress in meeting rule-of-law benchmarks. While the Commission praised Ukraine's anti-corruption framework for remaining effective during its war with Russia, it warned that Ukraine must accelerate reforms concerning public administration, democratic institutions, and its national-minorities action plan.
Both nations have opened four of six policy clusters, but the Government of Hungary blocked the screening results for Ukraine's remaining clusters on October 20. In response, President Volodymyr Zelenskyy met with Hungarian Prime Minister Péter Magyar in Brussels to rebuild political and economic relations. Ukraine aims to complete negotiations by the end of 2028, while Moldova targets early 2028, though the Commission noted these goals depend on reform momentum and unanimous approval from all 27 EU member states.
