President Donald Trump signed the GENIUS Act into law, creating the first federal regulatory framework for dollar-backed stablecoins to strengthen U.S. financial dominance.

President Donald Trump signed the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act into law on July 18, 2025. The legislation establishes the first federal regulatory framework for stablecoins, requiring issuers to back tokens 1:1 with liquid assets, such as U.S. dollars and short-term Treasury bills, and to provide monthly public disclosures of their reserves. The act passed the House of Representatives with a 308-122 bipartisan vote following prior Senate approval.

Treasury Secretary Scott Bessent and other proponents argue the law validates the cryptocurrency industry and reinforces the U.S. dollar's status as the global reserve currency. Industry leaders responded quickly; Tether CEO Paolo Ardoino announced plans to bring the USDT stablecoin to the U.S. via a foreign issuer pathway, while Circle CEO Jeremy Allaire stated the law accelerates the integration of digital currency into the mainstream financial system.

The signing was part of a broader "Crypto Week" legislative push that included the CLARITY Act for digital commodities and the Anti-CBDC Surveillance State Act, which prohibits the Federal Reserve from issuing retail central bank digital currencies directly to citizens. Following these developments, the total value of cryptoassets exceeded 4 trillion dollars.

Critics, including some Democrats and Transparency International U.S., warned that the law contains anti-money laundering loopholes and fails to curb the influence of big tech firms. Additionally, scrutiny arose regarding potential conflicts of interest, as the law prohibits members of Congress from profiting from stablecoins but excludes the president and his family, who have ties to ventures such as World Liberty Financial.
