Andy Burnham Orders Prison Expansion to Block PC Harper Killers' Release

Prime Minister Andy Burnham has ordered Justice Secretary Alex Norris to fast-track proposals to increase prison capacity to prevent the early release of Jessie Cole and Albert Bowers. The two men, convicted of the 2019 manslaughter of Police Constable Andrew Harper, became eligible for release after serving half of their 13-year sentences under the Sentencing Act, a scheme designed to prevent the prison system from collapsing due to overcrowding.

The government initially resisted calls for an exemption, with Downing Street stating it was not legally possible to exempt individual offenders because manslaughter of an emergency worker is not a stand-alone offense. However, following a public petition signed by nearly one million people and intense pressure from the Thames Valley Police Federation and PC Harper's family, Burnham reversed this position. He has now directed ministers to create more headroom by deporting more foreign offenders, repurposing female prison cells for male inmates, and finding solutions for those on indeterminate sentences.

While the victim's mother, Debbie Adlam, and the Police Federation expressed cautious hope, the move drew criticism from Shadow Home Secretary Chris Philp, who characterized the shift as a constant U-turn. The government plans to present these capacity proposals to Parliament next month to avoid the release of serious offenders scheduled for January.
