Brazil Reallocates 20 Billion Reais for Welfare and Transport
The Brazilian Planning Ministry reshuffled 20 billion reais to fund President Luiz Inacio Lula da Silva's welfare increases and free public transport ahead of the runoff election.
The Ministry of Planning of Brazil announced a budget reshuffle of approximately 20 billion reais ($3.95 billion) for the 2027 budget. This reallocation is designed to fund a series of social measures introduced by President Luiz Inacio Lula da Silva shortly before the upcoming Sunday runoff election.
The funding will support a 15% increase in the Bolsa Familia welfare program and a proposal to provide free nationwide public transport on weekends. While the Bolsa Familia expansion is estimated to cost 22 billion reais in 2027, the ministry stated the reallocation represents just over 1% of total primary expenditure.
Government officials maintain that these changes will not breach the overall spending cap or the primary budget target. The ministry argued that certain costs, including fuel tax relief, are offset by higher oil-related revenue, a claim that contradicts some public estimates regarding the total fiscal impact of the measures.
