Trump Order Limits OpenAI and Anthropic AI Model Access
President Donald Trump restricted the release of advanced AI models from OpenAI and Anthropic following national security reviews over cybersecurity risks.
The United States government has restricted the rollout of cutting-edge artificial intelligence models from OpenAI and Anthropic following an executive order signed by President Donald Trump in early June. The order established a voluntary framework allowing the federal government to assess national security risks of advanced AI systems for up to 30 days before public release. These interventions are managed by the Commerce Department's Center for AI Standards and Innovation.
On June 26, OpenAI limited the release of its GPT-5.6 Sol model to approximately 20 government-approved customers. The company described this as a temporary, phased release to mitigate unforeseen risks. Simultaneously, Anthropic withdrew its Fable 5 and Mythos 5 models due to directives regarding foreign national use and cybersecurity concerns. After a two-week ban, the administration approved a limited release of Mythos 5 specifically for cyber defenders and infrastructure providers.
These restrictions have accelerated a global shift toward Chinese AI alternatives. Enterprises, particularly in India, are increasingly adopting open-source models from firms like Ziphu AI, which recently launched GLM-5.2. Chinese models now account for 17.1% of global downloads, surpassing the 15.8% share of U.S. models. Industry experts warn that while the administration aims to prevent the creation of malicious software, the lack of clear standards may diminish the U.S. competitive edge against China.
