GOP Hardliners Block Defense Bill and Force Early Recess

A group of hardline Republicans, led by Anna Paulina Luna, paralyzed the U.S. House of Representatives on June 30, 2026, by blocking a procedural vote to advance the $1.1 trillion National Defense Authorization Act (NDAA) and other legislative priorities. The holdouts demanded the inclusion of the SAVE America Act, a voter identification and citizenship proof bill championed by President Donald Trump, as a formal amendment to the defense legislation.

Speaker Mike Johnson attempted to break the impasse by offering to merge the SAVE America Act with the NDAA or include the reforms in a separate budget bill. However, Luna and other conservatives rejected these proposals as a procedural head fake, arguing such maneuvers would allow the Senate to easily strip the voter ID requirements. Additional grievances cited by the blockade included a lack of action on border security and unidentified anomalous phenomena.

The procedural rule failed in a 224-198 vote, with 14 Republicans joining Democrats in opposition. This deadlock forced House leadership to cancel the remainder of the week's agenda and send members home for the July 4 recess earlier than planned. President Donald Trump urged allies to stop grandstanding while simultaneously pressuring Congress to pass the SAVE America Act by refusing to sign a bipartisan housing bill.

The stalemate leaves the House with limited time before the August recess to address the NDAA and funding for the U.S.-Iran conflict, increasing the risk of a government shutdown. House Minority Leader Hakeem Jeffries characterized the situation as a result of internal Republican dysfunction.
