President Donald Trump is implementing changes to the Rural Energy for America Program (REAP) that restrict how farmers access federal funds for renewable energy and efficiency projects. Effective October 16, new regulations require farmers to complete their projects and demonstrate one year of energy savings before they can apply for funding.

This policy reverses a previous system that allowed grants to cover up to half of project costs before construction began. The administration previously halted applications this year to rewrite regulations and restricted solar eligibility. Agriculture Secretary Brooke Rollins stated that solar arrays were occupying prime farmland, necessitating the restrictions.

The United States Department of Agriculture claims these changes ensure payment for actual results rather than projections. However, critics and farmers argue that requiring upfront payment for construction will make the program inaccessible for small and young farmers, who are already facing financial pressure from rising fuel costs and tariffs.
