The Social Security Administration (SSA) is experiencing severe operational turmoil during Donald Trump's second term following a series of workforce cuts and reorganizations led by Elon Musk's Department of Government Efficiency (DOGE). The agency's workforce shrank by approximately 7,000 employees—about 12 percent of its staff—beginning in February. This reduction led to call wait times averaging two-and-a-half hours and a drop in disability appointment scheduling rates from nearly 90 percent to 66 percent by December.

Operational failures include record backlogs of 6 million pending cases in processing centers and 12 million transactions in field offices. To manage the crisis, Commissioner Frank Bisignano authorized millions in overtime and implemented a digital-first strategy to automate claims. Additionally, DOGE introduced regulations barring beneficiaries from changing direct deposit information over the phone, requiring online or in-person updates. Some reports also indicate the agency was used to gather personal data for mass deportation campaigns.

The SSA has disputed claims of a crisis, asserting that pending actions in processing centers were reduced by over one million cases and that telephone services have improved. Senator Elizabeth Warren and other Democratic lawmakers established a war room to hold the administration accountable for the instability. Meanwhile, Elon Musk has publicly criticized the Social Security program as the biggest Ponzi scheme of all time.
