Donald Trump stated in a February 4 interview with NBC News that his administration is seriously considering sending $2,000 rebate payments to non-wealthy Americans. The President proposed using revenue generated from tariffs to fund these dividends and suggested he might be able to issue the payments unilaterally.
However, Treasury Secretary Scott Bessent and National Economic Council head Kevin Hassett previously stated that such payments would require congressional legislation. While some Republican lawmakers, including Senator Josh Hawley, support rebate measures, Democratic lawmakers such as Representative Maxine Waters have criticized the broader tariff policies, arguing they increase consumer prices for goods like lumber and housing.
The legal framework for these tariffs remains under review by the Supreme Court of the United States, which is considering the legality of the import taxes under the 1977 International Emergency Economic Powers Act.
