Federal judges have cleared five large-scale offshore wind projects along the East Coast to resume construction after the Donald Trump administration issued stop-work orders in December 2025. The projects—Vineyard Wind, Revolution Wind, Coastal Virginia Offshore Wind, Empire Wind, and Sunrise Wind—were halted based on classified national security threats. However, the courts ruled that the government failed to prove these risks were sufficient to justify the suspension, noting that further delays would cause irreparable economic harm.

In the case of the Sunrise Wind project, Judge Royce Lamberth granted an injunction to restart work, stating that the loss of specialized vessels and resulting delays constituted irreparable harm. The five projects combined are expected to generate nearly six gigawatts of electricity, enough to power approximately 2.5 million American homes and businesses.

While these specific projects have won legal victories, the broader renewable energy sector faces significant headwinds. The administration has frozen wind project permitting, canceled $679 million in port and manufacturing funding, and eliminated the $7 billion Solar for All program. Additionally, the Department of Energy suspended $7.5 billion in clean energy funding. Despite these obstacles, companies like Ørsted report that Revolution Wind has installed 59 of its 65 turbines and expects to begin generating power within weeks.
