Andy Burnham Cuts Business Rates for Hospitality Venues

Prime Minister Andy Burnham announced a 20% reduction in business rates for approximately 32,000 pubs, clubs, and live music venues across England, effective April 2027. The measure is expected to save a typical pub about £1,100 annually at a total cost of £100 million to the public purse. To fund the cuts, the government will review tax reliefs for businesses that do not contribute positively to local communities, such as vape shops, and crack down on non-compliant online marketplaces and out-of-town warehouses used by online giants.

This announcement is part of a broader policy blitz since Burnham took office on Monday, which includes removing VAT from electricity bills and reinstating a £2 cap on single bus fares. Chancellor John Healey stated that these venues are at the heart of UK communities and that the government is determined to generate growth in every postcode. However, Conservative leader Kemi Badenoch criticized the measures as a "spending spree."

Industry reactions were mixed. The Music Venue Trust welcomed the move but urged the government to expand eligibility to larger venues and called on devolved administrations to match the support. Meanwhile, chef Tom Kerridge and Real Rates Reform Alliance chair Ros Morgan argued that the relief is insufficient and that the government must pursue fundamental reform of the outdated property tax system in the upcoming Budget.

In separate political developments, Burnham appointed Anas Sarwar as a lord and minister in the Department for Business, Innovation, Science and Trade. He also scheduled meetings in Glasgow with the First Ministers of Scotland and Wales to discuss growth and devolution, while explicitly ruling out independence referendums.
