North Korea Deploys 15,000 Troops to Support Russia

North Korea has deployed thousands of soldiers and millions of artillery shells to Russia in exchange for advanced weapons technology and economic aid.

Russian Foreign Minister Sergei Lavrov visited North Korea for high-level talks with Kim Jong Un to deepen a defense alliance that has already seen the deployment of approximately 15,000 North Korean soldiers to Russia's Kursk region. These troops were sent to help repel Ukrainian incursions, though reports indicate they have suffered heavy casualties, with some estimates suggesting 4,000 deaths. North Korea may triple this deployment by sending an additional 30,000 troops, potentially shifting their role from defensive operations within Russia to offensive actions inside Ukraine.

Beyond manpower, North Korea provides critical materiel, including ballistic missiles, multi-launch rocket systems, and over 12 million rounds of artillery shells. Ukrainian military intelligence head Kyrylo Budanov reports that Pyongyang supplies up to 40% of Russia's ammunition. In exchange, Russia provides cash, food, energy, and sensitive military technology, including drone designs for loitering munitions, electronic warfare systems, and submarine-launched ballistic missiles. Russia is also assisting in the modernization of the North Korean port of Rajin.

This cooperation is formalized under a Comprehensive Strategic Partnership signed in June 2024. While the Kremlin initially denied the presence of North Korean troops, President Vladimir Putin officially confirmed the partnership in April. The alliance allows North Korea to offset Western sanctions and gain modern combat experience, though it risks creating domestic instability due to casualties and irritating China.
