Trump Declares Energy Emergency to Refill Strategic Petroleum Reserve

President Donald Trump issued an executive order declaring a national energy emergency and directing the U.S. Department of Energy to refill the Strategic Petroleum Reserve (SPR) to its full capacity of approximately 714 million barrels. To begin this process, the Department of Energy announced on October 21, 2025, a solicitation to purchase 1 million barrels of crude oil for delivery to Texas sites in December and January.

The administration is leveraging a dip in oil prices, with the West Texas Intermediate benchmark trading at approximately $58 per barrel, a 30% decrease from its mid-January peak. The purchase is funded by a portion of $171 million appropriated through Trump's Working Families Tax Cut.

The SPR currently holds approximately 408 million barrels, or about 60% of its capacity. This follows a 2022 drawdown of 180 million barrels under the Joe Biden administration to combat gasoline price spikes after Russia's invasion of Ukraine. The Department of Energy stated this drawdown delayed critical infrastructure maintenance and caused unprecedented wear on storage facilities.

Secretary of Energy Christopher Wright characterized the replenishment as a step toward strengthening energy security and reversing the previous administration's policies, which he claimed recklessly drained the reserve for political purposes. This domestic effort coincides with reports that China is aggressively expanding its own oil stockpiles, with state companies planning to add at least 169 million barrels of storage capacity through 2026.
