North Korea Tests Tactical Ballistic Missile Cluster-Bomb Warheads

The Missile Administration of North Korea tested cluster-bomb warheads on October 31, aiming to deploy four categories of the weapon by the end of 2026.

The Missile Administration of North Korea test-fired a tactical ballistic missile equipped with a cluster-bomb warhead on October 31, 2026. Launched from near Chongju toward the Yellow Sea, the test aimed to evaluate the combat adaptability and destructive power of the system. Analysts identified the missile as a Hwasong-11 Ra.

State media reported that the Standard Type 2 warhead can destroy a target area of 12 to 13 hectares at its highest density. The general director of the Missile Administration stated that cluster-bomb warheads are divided into four categories and vowed that military units would be able to use all types according to operational aims by the end of the year.

The launch occurred during a period of heightened military activity, including the firing of approximately 10 ballistic missiles from the east coast and a drone exhibition. The Joint Chiefs of Staff of South Korea monitored the launch in coordination with the United States. This escalation coincided with trilateral talks in Atlanta between South Korea, the United States, and Japan regarding denuclearization, as well as a visit by German Chancellor Friedrich Merz to the region.

U.S. Secretary of State Marco Rubio noted that President Donald Trump remains open to talks with Kim Jong Un despite the tests. The activity follows recent border tensions involving a landmine explosion that wounded three South Korean soldiers.
