US Tech Talent Shifts to India Amid Visa Restrictions

The United States is experiencing a significant tech talent brain drain as skilled professionals, particularly Indian engineers, leave or avoid the country. This reverse migration is driven by restrictive immigration policies under the administration of Donald Trump, which include a tenfold increase in H-1B visa application fees to $100,000, heightened scrutiny, and prolonged processing timelines. LinkedIn data indicates a 40 percent increase in technology professionals moving from the United States to India during the third quarter of 2025.

These policy changes have particularly impacted early-career applicants, pushing talent toward India's expanding technology ecosystem. The Government of India has supported this shift through initiatives in semiconductors, artificial intelligence, and deep-tech manufacturing. Consequently, many professionals are returning to India to pursue roles in AI, cloud engineering, and data science.

In response to the unstable U.S. immigration framework, global technology majors including Google, Microsoft, Amazon, and Apple are scaling their core engineering and R&D functions within India. Other U.S. corporations are establishing in-house tech centers to tap into local talent. ANSR Inc. has launched 38 such centers over the past year, with co-founder Vikram Ahuja reporting a 35 percent rise in applications from H-1B visa holders for these Indian-based roles.
