Williams, a first-year lifeguard with California State Parks who aspires to become a firefighter and paramedic, attributed the success to his training and described the rescue as a team effort.

During the ceremony, Trump expressed support for a congressional effort to classify open-water lifeguards as first responders to expand their federal benefits. California State Parks Aquatic Superintendent Justin McHenry used the occasion to highlight the difficulty of retaining employees in Santa Cruz due to low wages and high housing costs.

Trump also used the event to defend the record-setting 260-day deployment of the USS Abraham Lincoln. He dismissed CNN reports regarding conditions aboard the ship as "fake news," a pivot that observers noted appeared to make Williams visibly uncomfortable.
