Zelenskyy Orders Government Reshuffle and Replaces Prime Minister Svyrydenko

President Volodymyr Zelenskyy replaced Prime Minister Yuliia Svyrydenko and dissolved the cabinet to implement a new political strategy focused on foreign policy and defense.

President Volodymyr Zelenskyy announced a sweeping government restructuring on July 12, 2026, which resulted in the resignation of Prime Minister Yuliia Svyrydenko and the automatic dissolution of the entire cabinet. The Ukrainian parliament formally accepted Svyrydenko's resignation on July 14. Zelenskyy framed the move as a "new political strategy" intended to optimize state administration and align foreign policy priorities with experienced officials, particularly regarding EU membership, U.S. relations, and energy security.

Svyrydenko, who served for one year, was offered a new role managing relations with a key international partner, with opposition lawmakers suggesting a potential appointment as ambassador to the United States. Serhiy Koretskyi, head of the state energy firm Naftogaz, has emerged as the frontrunner to succeed her as prime minister. The reshuffle also includes planned leadership changes within law enforcement agencies.

This reorganization, the fourth since the full-scale Russian invasion, follows the "Midas case," a $100 million kickback scandal at the state nuclear power company Energoatom. While Zelenskyy emphasized the need for renewal, critics suggest the move is an attempt to consolidate personal control. Externally, European Union High Representative Kaja Kallas stated that while government formation is an internal affair, continued reforms are essential for Ukraine's EU enlargement agenda. Simultaneously, Zelenskyy joined leaders in Paris to establish a shared ballistic missile defense capability for Europe.
