Bola Tinubu Sends Drug and Safety Reform Bills to Legislature
President Bola Tinubu transmitted executive bills to the Nigerian Senate and House of Representatives to reform drug enforcement, transport safety investigations, and government leadership training.
President Bola Tinubu transmitted several executive bills to the Nigerian Senate and House of Representatives on October 13, 2026, requesting their "expeditious consideration." The legislative package includes the National Drug Law Enforcement Agency Bill 2026, which seeks to repeal the Indian Hemp Act and the existing NDLEA Act to establish a consolidated legal framework for combating the cultivation, trafficking, and use of hard drugs.
Another central piece of legislation, the Nigerian Safety Investigation Bureau Amendment Bill 2026, proposes transforming the bureau into an independent, multimodal authority. This would expand its mandate from aviation to include rail and maritime accidents, while shifting supervisory oversight to the Presidency. The move follows an October 5 crash of a Nigerian Air Force ATR-42 aircraft near Igbokoda, Ondo State, which killed 32 people.
Additionally, the President submitted the National School of Government Bill 2026 to the House of Representatives. This bill proposes replacing the Administrative Staff College of Nigeria with a new national center focused on executive capacity building and leadership development. Senate President Godswill Akpabio referred the bills to the Senate Committee on Rules and Business, while Speaker Tajudeen Abbas presented the letters during a House plenary session on October 15.
