Treasury Secretary Bessent Launches $9 Billion Minnesota Fraud Crackdown

Scott Bessent announced a federal offensive against a $9 billion welfare fraud scheme in Minnesota, involving IRS task forces, whistleblower payments, and restricted overseas remittances.

U.S. Treasury Secretary Scott Bessent launched a comprehensive federal crackdown on an estimated $9 billion social services fraud scheme in Minnesota, characterizing the state as ground zero for Medicaid theft. The initiative involves the Financial Crimes Enforcement Network (FinCEN) and the Internal Revenue Service (IRS), which are investigating money service businesses and auditing banks for money laundering. Bessent announced a new IRS task force to probe nonprofit tax incentive abuse, specifically citing the Feeding Our Future scandal, and offered cash payments to whistleblowers to uncover how funds were diverted. A primary concern is that stolen funds may have reached the al-Qaeda affiliate al-Shabaab in Somalia.

To curb ongoing fraud, FinCEN issued a geographic targeting order requiring financial institutions in Hennepin and Ramsey counties to report overseas transfers of $3,000 or more. Bessent further announced restrictions prohibiting welfare recipients from sending remittances overseas. These financial measures coincided with a massive security surge, as the Department of Homeland Security deployed over 2,400 agents to the Minneapolis area. The administration also attempted to freeze federal funding for Minnesota and four other Democratic-led states, though a federal judge issued a temporary halt to the $10 billion freeze.

Political tensions escalated as Bessent accused Governor Tim Walz of negligence. Walz, who announced on January 5 that he will not seek reelection, called the federal focus a political vendetta. Representative Ilhan Omar denounced the deployment of federal agents as a source of chaos, while White House spokesperson Abigail Jackson accused Omar of prioritizing the protection of fraudsters over the recovery of taxpayer funds.
