United Nations independent human rights experts have condemned the United States for escalating coercive measures and judicial weaponization against Cuba. The experts identified a strategy of coercion centered on the Donroe Doctrine, declared by Donald Trump in March 2026 to assert U.S. predominance in the Western Hemisphere.
This escalation includes a fuel blockade implemented in January 2026 that has caused severe energy shortages and blackouts across Cuba, as well as the long-standing embargo and Cuba's designation as a state-sponsor of terrorism. The U.S. further pressured the island by deploying the USS Nimitz to the southern Caribbean and issuing a federal indictment against former Cuban President Raúl Castro, which the UN experts characterized as a misuse of judicial proceedings to undermine sovereignty.
These developments follow the January 2026 abduction of Venezuelan President Maduro. The UN experts described these actions as violations of the UN Charter and sovereign equality, urging the U.S. government to cease threats and revoke coercive measures.
