Andy Burnham Pledges to Reinstate Winter Fuel Payments

Prime Minister-designate Andy Burnham pledged to reinstate income-linked Winter Fuel Payments for state pensioners to provide short-term cost-of-living support.

Andy Burnham, who assumed leadership of the Labour Party on Friday and prepares to take office on July 20 following the resignation of Keir Starmer, has pledged to reinstate Winter Fuel Payments for the autumn and winter of 2026. The Department for Work and Pensions will provide £200 payments for younger state pensioners and £300 for those born before September 28, 1946.

Burnham intends to maintain the current income-linked eligibility rules established by the previous administration. To ensure funds are not directed toward wealthier households, pensioners must have incomes below £35,000 to qualify. HM Revenue and Customs is tasked with recovering funds from those who exceed this threshold. Eligibility will be determined based on circumstances during the qualifying week of September 21 to 27, 2026.

Chancellor Rachel Reeves defended the means-testing of the payments, stating that while the decision was difficult, the expanded eligibility now covers over three quarters of pensioners in England and Wales. Policy adviser Miatta Fahnbulleh indicated that the incoming administration will prioritize short-term cost-of-living relief, focusing on energy bills and transport to provide citizens with respite.
