Venezuela Sets Democratic Transition Talks for August 1

The Venezuelan interim government and opposition will begin formal talks on August 1 to rebuild democratic institutions following the U.S. capture of Nicolás Maduro.

The Government of Venezuela, led by acting president Delcy Rodríguez, and opposition lawmakers have agreed to establish a bilateral technical working group on August 1 to rebuild democratic institutions. This initiative follows the January abduction of former dictator Nicolás Maduro by U.S. forces and was delayed by twin earthquakes on June 24 that killed over 4,800 people. The 20-member group, split between the Caracas-controlled National Assembly and the 2015-elected assembly, will be led by Jorge Rodríguez and Dinorah Figuera to design electoral reforms and a new National Electoral Council.

U.S. Secretary of State Marco Rubio is directing the transition through a three-phase plan of stabilization, recovery, and transition tied to oil revenue. While the United States Department of State facilitated Dinorah Figuera's return from exile to lead the talks, the White House has reportedly discouraged the return of opposition leader María Corina Machado to avoid civil unrest during earthquake reconstruction. Delcy Rodríguez has cited recovery efforts in hardest-hit areas like La Guaira as a reason to delay presidential elections.

Internal opposition persists as María Corina Machado and Edmundo González Urrutia question the clarity of the electoral authority. Machado continues to lobby the European Union for transparent processes while her party, Vente Venezuela, distributes medical supplies in disaster zones and regroups after years of state persecution.
