Russia Plans Mobilization of 600,000 Personnel Through 2027

Ukraine reports Russia plans to mobilize 600,000 people by 2027 to offset heavy personnel losses and a decline in voluntary recruitment.

Ukrainian intelligence agencies report that the Federal Government of Russia is planning a large-scale mobilization of 600,000 people, split evenly between 2026 and 2027. The Defense Intelligence Directorate (HUR) and Foreign Intelligence Service (SZR) state the move follows a loss of military initiative and estimated personnel losses of 240,000 between January and July 2026.

To meet these targets, Russia is expanding recruitment to include women in prisons, convicts under 11 specific Criminal Code articles, and law enforcement personnel. The government intends to enforce these drafts through electronic summonses and coercive penalties, including frozen bank accounts and travel bans. A final decision is expected after the State Duma elections on September 18-20, 2026.

President Volodymyr Zelenskyy stated that Ukraine is prepared for the mobilization. He believes the recruitment will be peripheral and avoid major cities, with the resulting troops likely deployed toward Kostiantynivka and Sloviansk.
