The administration has already pursued this hemispheric focus by ousting Venezuelan President Nicolás Maduro, pressuring the Cuban government, and conducting military strikes on drug-trafficking vessels in Latin America.

Drafted by White House counterterrorism chief Sebastian Gorka, the policy expands the definition of terrorism to include violent left-wing extremists, specifically naming anarchists, Antifa, and those with "radically pro-transgender" ideologies as legitimate targets. Gorka cited the murder of conservative activist Charlie Kirk and the 2023 Nashville school shooting as justification for this shift. Internationally, the plan identifies the Muslim Brotherhood as the ideological root of modern jihadism and lists al-Qaeda, AQAP, ISIS, and ISIS-K as primary targets for elimination.

Trump's strategy marks a move away from the role of a global police officer, urging partners in the Middle East and Europe to share the security burden. The administration explicitly labeled Europe an "incubator" for terrorism due to mass migration and open borders. Regarding the Middle East, the White House identified Iran as the greatest regional threat and highlighted the successes of Operations Midnight Hammer and Epic Fury. Trump stated that the U.S. will "find you and kill you" if American lives are threatened.
