Trump Blocks Legislation to Force Passage of SAVE America Act

President Donald Trump vowed to withhold signatures from all legislation until Congress passes the SAVE America Act, a strict voter identification and citizenship verification bill.

President Donald Trump announced in March 2026 that he will refuse to sign any legislation into law until Congress passes the Safeguard American Voter Eligibility (SAVE) America Act. He characterized the measure as a matter of national survival and a priority that supersedes all other legislative business, including a bipartisan housing bill which he subsequently canceled. Trump demanded an expanded version of the House-passed bill that includes mandatory photo ID, documentary proof of citizenship for registration, and strict limits on mail-in voting. He further insisted the package include bans on gender-affirming surgeries for minors and transgender women in women's sports.

Senate Majority Leader John Thune expressed support for the act but repeatedly rejected Trump's demands to eliminate the filibuster or employ a talking filibuster, citing a lack of necessary votes. Thune instead scheduled a marathon debate and a show vote to force Democrats to take a public position on noncitizen voting. Senate Minority Leader Chuck Schumer condemned the legislation as Jim Crow 2.0, asserting it would disenfranchise millions of eligible voters and lead to total legislative gridlock.

To increase pressure, Trump withheld his endorsement in a competitive Texas Republican Senate primary runoff between incumbent John Cornyn and Attorney General Ken Paxton. In response, Cornyn eventually signaled support for changing Senate rules to bypass Democratic obstruction. While the federal bill remains stalled in the Senate, similar legislation has advanced in several states, including Florida, where Governor Ron DeSantis pledged to sign a proof-of-citizenship law into effect by 2027.
