Josh Shapiro Signs Bell-to-Bell Cell Phone Ban for Pennsylvania Schools

Governor Josh Shapiro signed a law banning personal cell phone use in all Pennsylvania schools from bell to bell starting in the 2027-2028 school year.

Governor Josh Shapiro signed Senate Bill 1014 into law on October 26, 2026, establishing a statewide "bell-to-bell" ban on personal cell phones in all public, charter, cyber charter, and private schools. The law, which takes effect for the 2027-2028 school year, prohibits student device use throughout the entire school day, including during lunch, recess, and between classes.

The legislation aims to combat distractions from addictive algorithms and improve students' mental health and social development. While the law mandates a restrictive policy, it does not require schools to physically collect devices, leaving districts to determine their own enforcement methods. Exceptions are provided for students with documented medical needs, disabilities, special education requirements, and English language learners using translation tools.

The bill passed with broad bipartisan support, receiving 141-62 votes in the House and 47-3 in the Senate. Supporters, including the Pennsylvania State Education Association, praised the move as an essential step toward improving academic performance. However, some critics, including Representative Aaron Bernstine and Superintendent Andrew Netznik, expressed concerns over the loss of local district autonomy and the impact on emergency communication.

In a broader legislative push, Shapiro also signed nearly 60 other bills, including Act 98, which mandates the removal of DEHP chemicals from hospital IV lines by 2035, and the "Beagle Bill," which prohibits the sale of cosmetics tested on companion pets.
