The United States is lobbying member nations of the International Maritime Organization to block the implementation of a global carbon tax on shipping pollution. During a meeting in London, the Trump administration circulated economic analyses claiming that the proposed Net Zero Framework would significantly increase trade costs for importing and exporting nations. The administration specifically warned that some middle-income countries could face annual costs totaling hundreds of millions of dollars.
While the European Union and Kenya support the carbon-intensity standard to encourage a shift toward greener fuels, the U.S. delegation stated there is no hope for the framework's success. Experts from the UCL Energy Institute and Transport & Environment have criticized the U.S. data, alleging it contains fundamental flaws and represents a calculated exaggeration intended to protect fossil fuel interests.
