President Tinubu Orders New National Strategic Defence Plan
President Bola Ahmed Tinubu established an 11-member committee to create a National Threat Assessment and a five-year Strategic Defence Operations Plan to unify security agency coordination.
President Bola Ahmed Tinubu has ordered the immediate creation of a comprehensive National Threat Assessment and a rolling five-year Strategic Defence Operations Plan. During a Federal Executive Council meeting in Abuja, the president established an 11-member committee to draft the framework, which must be submitted for approval within 90 days.
The initiative seeks to replace a fragmented system where defence, intelligence, and security agencies determine operational requirements independently. The new unified framework will identify principal threats, establish operational objectives, and determine the necessary equipment and capabilities required for national security. Once approved, the plan will guide medium-term military operations and serve as the foundation for multi-year defence expenditure and procurement.
Tinubu cited the successful rescue of abducted pupils and teachers in Oyo State as a model for the inter-agency coordination he intends to institutionalize. Major General Adeyinka Famadewa, Special Adviser on Homeland Security, will coordinate the committee and provide secretariat support. Other key members include National Security Adviser Nuhu Ribadu and Minister of Defence Christopher Gwabin Musa.
