Marco Rubio Outlines Indo-Pacific Strategy and Imminent India Trade Deal

Secretary of State Marco Rubio testified before the House Foreign Affairs Committee on June 3 and 4, 2026, to defend the State Department's Fiscal Year 2027 budget and detail the Trump administration's Indo-Pacific strategy. Rubio announced that the United States and India are only a few weeks away from concluding a bilateral trade agreement, positioning India as a critical strategic partner.

Rubio detailed a shift in the Quadrilateral Security Dialogue (Quad)—comprising the U.S., India, Japan, and Australia—from diplomatic consultations to actionable projects. These initiatives include pooling resources for maritime domain awareness to monitor shipping lanes and undersea cables, as well as developing a new port facility for a Pacific island, potentially Fiji. Rubio expressed a goal to convene a Quad leaders' summit before the end of the year, possibly on the sidelines of a global gathering such as the APEC meeting in Shenzhen, China.

To reduce dependence on China, Rubio highlighted the Pax Silica initiative, a 14-nation effort to secure artificial intelligence supply chains, and a rare-earth minerals ministerial involving over 30 countries. In a separate claim, Rubio asserted that he and the State Department personally intervened to de-escalate the 2025 conflict between India and Pakistan, known as Operation Sindoor, though New Delhi has previously denied external influence in ending that conflict.
