Federal Agents Surveil Left-Leaning Groups in Minnesota Crackdown

The U.S. Department of Homeland Security and the U.S. Attorney's Office for the District of Minnesota conducted an expansive surveillance operation targeting left-leaning political organizations. Known as Operation Puppet Master and Project Whipple Shield, the investigation followed the fatal shooting of Alex Pretti by Border Patrol agents in January.

Federal investigators used administrative subpoenas to seize years of financial records from groups including the Sunrise Movement, the Communications Workers of America, and the Service Employees International Union. Agents infiltrated Signal group chats and monitored meetings in churches and libraries to identify protesters. The operation was driven by National Security Presidential Memo 7, a directive from President Donald Trump to combat left-wing political violence.

In June, federal prosecutors indicted 15 individuals associated with Direct Action Minnesota and the antifa movement for interfering with law enforcement. While prosecutors presented a conspiracy theory to a grand jury involving 18 groups, including the A.F.L.-C.I.O., only the 15 individuals were charged. Daniel N. Rosen, the top federal prosecutor in Minnesota, stated that his office would distinguish between lawful protest and criminal conduct.
