President Luiz Inacio Lula da Silva is overhauling his campaign communications after finishing approximately two percentage points behind right-wing Senator Flavio Bolsonaro in the first round of Brazil's presidential election. Bolsonaro secured roughly 47 percent of the vote compared to Lula's 45 percent, a result that reversed previous polling and left the incumbent trailing by about 2.2 million votes heading into the October 25 runoff.

To close the gap, Lula is implementing a fear strategy designed to warn voters that social benefits could be at risk under a Bolsonaro presidency. The Workers' Party is shifting away from technical themes, such as critical minerals, in favor of accessible messaging and the recruitment of left-leaning social media influencers. The campaign also plans to add strategist Otavio Antunes to the national team to better engage 33 million abstaining voters and supporters of minor candidates.

Bolsonaro's first-round lead is attributed to the early consolidation of right-wing voters and public frustration over security and the economy, specifically household debt and food prices. The election cycle has also been marked by the Banco Master banking fraud scandal, which implicated both Bolsonaro and Supreme Court Justice Alexandre de Moraes. While Bolsonaro has pledged to maintain the Bolsa Familia cash-transfer program, Lula's campaign continues to emphasize the potential loss of such government programs.
