U.S. and Israel Launch Defense Technology Cooperation Initiative

The United States and Israel established a defense technology cooperation initiative through the National Defense Authorization Act to transition Israel from an aid recipient to a strategic partner.

The United States and Israel have initiated the United States-Israel Defense Technology Cooperation Initiative, a strategic move to expand bilateral research and industrial cooperation. This shift follows a proposal from Benjamin Netanyahu in June 2026, stating that "the time has now arrived [for Israel] to move from aid recipient to partner."

To implement this vision, the U.S. government incorporated core provisions from the previously failed United States-Israel FUTURES Act into the National Defense Authorization Act (NDAA). The initiative focuses on accelerating developments in data fusion, network integration, and advanced technologies including AI, cyber, quantum machine learning, and bio-manufacturing. The broader NDAA also seeks to increase the Pentagon budget to $1.5 trillion for 2027.

While the initiative aims to deepen military integration, critics argue the arrangement provides Israel with unfettered military support and protects the continuation of its operations in Gaza and the West Bank. The United States Department of Defense will determine the executive agent responsible for leading the bilateral integration process.
