Major General Avi Bluth, the Central Command Commander of the Israel Defense Forces, officially granted city status to Givat Ze’ev on July 12, 2026. The decree transitions the community from a local council to the fifth official city in Judea and Samaria. Located northwest of Jerusalem, the settlement has more than 35,000 residents and is expected to gain expanded municipal authority and enhanced planning capabilities to support its growth.

The declaration followed coordination between the Ministry of Interior and the Defense Ministry’s Settlement Directorate. Mayor Yossi Asraf called the transition a "historic moment" and a "massive growth engine" for the residents and the Jerusalem envelope.

Finance Minister Bezalel Smotrich framed the move as part of a broader government policy to strengthen Jewish communities through the legalization of farms and the establishment of new communities. Smotrich characterized the status upgrade as a means to reinforce a "protective wall" against the creation of a Palestinian state. This action aligns with Prime Minister Benjamin Netanyahu's government strategy to expand Israeli control in the region. The United Nations and Palestinian authorities maintain that such settlements are illegal under international law and undermine the possibility of a two-state solution.
