The Checks That Stopped Needing a Vote

The president's pre-election money has migrated from accounts Congress votes on to ones it doesn't.

In July 2025, the Internal Revenue Service went on the record about a payment that did not exist.

There are no fourth stimulus payments planned at this time — Internal Revenue Service

No legislation authorized any such payment, the agency added [1]. That is the rule the whole arc bends around: a check like this requires an act of Congress. In December came a $2,000 tariff-funded rebate for American households. It needed a vote in Congress it never got [2]. On January 1 the enhanced premium tax credits expired because the administration and its Republican allies did not extend them. Premiums doubled and tripled, and by June roughly five million people had dropped marketplace coverage — with researchers at KFF and Georgetown attributing the collapse to affordability rather than to the fraud crackdown the administration described [3]. The checks now arriving are, in part, a repayment of that. The $500 came first, on September 30. "Working Families Obamacare Refunds" went automatically to about a million unsubsidized HealthCare.gov buyers in the federal-exchange states, Texas and Florida the largest groups — the very pool that watched its premiums double after the credits lapsed [4]. The administration called it a refund of a "Biden overcharge"; some analysts note the money may in fact be unspent user fees from the president's own first term [4]. Then the $90: 20.8 million Medicare Part B enrollees, roughly $2 billion drawn from the Medicare Improvement Fund, about 40 million seniors left out, landing against a monthly premium that had already risen to $202.90 [5][6]. Senator Wyden's read of the checks is not subtle.

I am pleased to announce that my Administration will, immediately, begin sending ‘Checks’ of nearly $100 to over 20 MILLION wonderful Seniors to help pay for their Medicare Part B premiums, which we have already reduced by significant amounts. — Donald Trump

The legal-ethics professor Kathleen Clark says the letters that accompanied the money — praising the administration — amount to illegal electioneering under the Hatch Act [5]. The administration's answer is that this is "good policy that Democrats have praised for decades," and the strongest counter to any novelty claim is real: the Biden administration ran its own Part D premium-freeze demonstration ahead of the 2024 election [5][6]. The pre-election Medicare playbook is bipartisan. What is new is the channel. In the final week, the money attached itself to accusations. A $25 million fund managed by the Justice Department pays up to $30,000 per report about misuse of taxpayer money — payouts that, on the president's description, require no criminal charges and leave him the judge of who gets paid [7].

I will be the arbitrator of all of these decisions. — Donald Trump

The vice president handed the program's first $10,000 check to a YouTuber in the Oval Office. A day later came a $1 million reward for voter-fraud reports, stacked on the department's existing bounty [8]. The checks do not appear to have bought the price problem back. In 61 competitive House districts, 60% of voters say the president is making energy prices worse [9]; his overall approval sits at 32% [10]. Which leaves the largest number, and the only one unpaid, and the only one with no account behind it. The $5,000 "Trump Dividend" has a stated channel, and it is the election itself.

Because I delivered on this very important issue for the American People, they can also rest assured the highly popular $5,000 Trump Dividend will be distributed to every U.S. Citizen if, and when, the Republicans win the Midterm Elections! — Donald Trump

The arc began with a check that died waiting on Congress; it ends with a payment that has swapped Congress's signature for the voter's.
