The Wall Built of Atoms Holds Better
America's chip wall and China's mineral wall run on the same legal playbook — but a chip can be smuggled, and a shipload of tungsten cannot.

The mirroring didn't stop at rhetoric. China built a validated end-user system for rare earths — vetting buyers against national security standards before allowing export — a direct copy of the VEU program Washington has used since 2007 to keep chips out of Chinese hands [1]. Both sides now run the same legal machine pointed in opposite directions: the U.S. blacklists Chinese chipmakers, China sanctions Rheinmetall, FN Herstal, and MP Materials by name, and both justify it as dual-use national security. Same architecture, different goods. The difference is what's inside the walls. A chip is small, dense with value, and easy to move. A black market has thrived since 2022, and Chinese firms reach restricted Nvidia chips through cloud agreements and third-country routing [2][3]. Anthropic's warning that China could reach near-parity by 2028 is effectively a concession that the silicon wall leaks.

Tungsten concentrate is not a chip. When China restricted pure tungsten powder, Japanese producers Kanto Denka and Central Glass halted production of tungsten hexafluoride, and Samsung and SK Hynix faced 70-90% price increases [4]. You cannot reroute ten thousand tons of ore through a shell company. The cascade compounds. China's January ban on dual-use exports to Japan rippled into South Korea, because Japan refines Chinese lithium and rare earths into components for Korean chips and batteries [5]. European defense firms were hit by name [6]. China extended controls from raw minerals to the technology for processing them — battery cathode preparation, lithium iron phosphate, gallium extraction — so the West can't build its own refining even with ore in hand [7]. And after the November 2025 truce suspended rare earth controls, China simply swapped in new controls on silver, antimony, and tungsten rather than disarming [8]. Both walls accelerate the other's self-sufficiency. U.S. chip bans pushed SMIC to record revenue and sent Cambricon up 4,300% [9][10]. China's mineral bans lifted Energy Fuels and USA Rare Earth to 52-week highs [11]. But the asymmetry holds: analysts still project 91% Western reliance on China for dysprosium and terbium by 2030 [12], and China is sanctioning the very U.S. firms meant to close that gap [13]. The one gate China hasn't sealed is its own. Australia supplies 41% of China's zirconium — the material in its nuclear fuel rods and hypersonic missile components [14]. The same physical properties that make China's wall hold — bulk, heavy, hard to substitute — are the properties that leave one gate open.
