BRICS Builds Where It Can Agree, and Stops Where It Can't

BRICS is building real financial and technical institutions — payment bridges, a development bank, a fugitive-tracking framework — even as its members shoot at each other and its chair sides with Israel against Iran.

In May, BRICS foreign ministers met in New Delhi while two of their members were at war with each other. Iran and the UAE — both in the bloc — were exchanging fire, and the meeting could not produce a joint communique on security. The same gathering still reached agreement on more than sixty other matters, from trade to climate to UN reform [1].

That was not failure and success sitting side by side by accident. It was the formula. The architecture India has spent its 2026 chairship building runs entirely through the places where members can agree. Commerce Minister Piyush Goyal has been explicit about what is off the table.

What he pushes instead is the plumbing — linking national instant-payment systems, settling trade in local currencies, connecting central-bank digital currencies [2]. India's digital payment bridge, proposed in August, is framed as "functional de-dollarization": it cuts the 3-5% fees American banks take and the multi-day clearing, without ever creating a common currency [3]. Around that spine, the institutions have been stacking up. The New Development Bank has grown from $40 billion across 120 projects to $44 billion across 141, with eleven members [4][5]. India has proposed a framework to share financial intelligence and track economic fugitives across borders — the kind of law-enforcement layer usually found only in a bloc like the EU [6]. There is a sovereign AI stack in the works: open-weight models, local data centers, indigenous chips [7]. None of this requires the members to agree on anything geopolitical. That is the point. The same chair that is building the payment bridge stood with Israel against a fellow member.

The obstacles are real, and they explain why the formula looks the way it does. Trade imbalances make local-currency settlement hard: China runs a $550 billion export surplus, India's deficit with the bloc has tripled, and energy flows one way from Russia [8]. The Rio summit a year ago ended by affirming the dollar's importance after tariff threats, and Xi skipped it. New members like Egypt and Ethiopia have already blocked proposals to give Brazil, India, and South Africa permanent Security Council seats [9]. Every expansion adds a veto point. These are not refutations of the strategy. They are the reason for it. Where consensus is blocked, the bloc stops trying; where it is achievable, it builds. And it is building on a schedule, not ad hoc. Business and UN leaders are pushing for a permanent secretariat in New Delhi to drive implementation [10]. China takes the presidency in 2027 with a stated plan to strengthen coordination in the UN and G20 and raise developing-nation influence in the IMF and WTO [5]. India this year, China next — the institutional push is sequenced across presidencies. The plumbing is real. The political solidarity it was supposed to serve is not — its members are shooting at each other, and its chair has chosen a side against one of them. What BRICS has built is a substitute for political unity, not an expression of it. The plumbing is what gets built where consensus is achievable; the politics is where the bloc has stopped trying.
