Russia Strikes Kyiv as Localized Oleshky Ceasefire Begins

Russia launched missile strikes on Kyiv and Kharkiv shortly after a localized ceasefire in Oleshky took effect to facilitate a humanitarian mission for 2,000 civilians.

A localized ceasefire between Russia and Ukraine took effect at 3 a.m. Kyiv time on October 27, 2026, in designated areas around the Russian-occupied town of Oleshky in the Kherson region. Brokered by U.S. First Lady Melania Trump and facilitated by Pope Leo XIV, the pause in fighting aims to deliver food, water, and medicine to approximately 2,000 stranded civilians and establish evacuation corridors. The agreement is scheduled to last through Saturday and precedes broader U.S.-brokered peace talks planned for next month.

Despite the agreement, Russian ballistic missiles struck Kyiv and Kharkiv shortly after the ceasefire began, killing at least three people and injuring 14. In Kyiv, attacks targeted a university campus, a major bridge, an administrative building, and medical facilities, killing a 46-year-old woman. Volodymyr Zelenskyy, President of Ukraine, condemned the strikes, stating that the missiles hit crowded areas with no nearby military facilities and that the attacks show Russia's "desire to kill and continue waging war."

In response to the strikes, Ukrainian Defense Minister Yevhen Khmara requested that European partners, including the UK, France, Germany, Italy, and Poland, transfer 10% of their Patriot and IRIS-T interceptor missiles. German Defense Minister Boris Pistorius announced winter aid packages and pledged to ensure the United States supports Ukraine with supplies, intelligence, and satellite data.
