Secretary of State Marco Rubio announced a new visa restriction policy on July 16, 2026, targeting foreign nationals associated with far-left terrorist and aligned groups. Implementing the measure under Section 212(a)(3)(C) of the Immigration and Nationality Act and National Security Presidential Memorandum-7, the policy bars entry to individuals who finance, incite, recruit for, or provide logistical support for violent acts, economic sabotage, or terrorism intended to advance political goals.
Rubio unveiled the policy during the Ministerial on the Resurgence of Political Terrorism in Washington, an event attended by representatives from over 60 countries. During the summit, he argued that global counterterrorism efforts have historically maintained a blind spot regarding extremist violence from the political left, which he characterized as a revolt against civilization. In tandem with the visa restrictions, the State Department expanded sanctions against anarchist and far-left groups, specifically naming entities such as Germany's Antifa Ost and anarchist groups in Italy and Greece.
The policy is part of a broader Trump administration strategy that designates Antifa as a domestic terrorist organization. While White House Deputy Chief of Staff Stephen Miller defended the measures, the American Civil Liberties Union and Democratic lawmakers warned that the broad authorities could be used to target peaceful protesters and political opponents. Additionally, researchers from the Center for Strategic and International Studies noted that far-right violence has historically been more prevalent in the United States than left-wing incidents.
