Drone Attacks on Black Sea Vessels Disrupt Global Shipping

NATO adjusts its deterrence posture after a series of drone attacks on commercial vessels in the Black Sea disrupted global energy and food shipping.

A series of drone attacks on commercial vessels in the Black Sea has disrupted global energy and food shipping, causing insurance war-risk premiums to surge from $200,000 to $2.5 million per vessel. Recent strikes include a fire on a San Marino-flagged vessel and a suspected attack on a Comoros-flagged tanker in Romanian waters. Earlier attacks off the coast of Bulgaria left 11 crew members missing, leading approximately 90 percent of shipowners to suspend calls at affected ports.

NATO Secretary General Mark Rutte announced that the alliance will adjust its deterrence and defense posture in response to the escalation. Bulgaria, Romania, and Türkiye have agreed to increase surveillance and intelligence-sharing to secure the region. The instability comes as shipping routes shift toward the Black Sea due to disruptions in the Strait of Hormuz, further straining the delivery of sunflower oil, corn, and wheat.

Both Russia and Ukraine deny involvement in the strikes. However, Bulgarian Prime Minister Rumen Radev stated that the logic of the attacks suggests they benefit the Russian Federation. Russian Ambassador Eleonora Mitrofanova denied knowledge of the strikes, calling them a provocation by a third party. The Federal Government of Russia previously rejected a limited naval ceasefire proposal brokered by the United Nations and Türkiye. Meanwhile, European Commission President Ursula von der Leyen characterized the situation as an unacceptable front of escalation in the Russia-Ukraine war.
