Brazil Warns of US Military Intervention After Gang Terror Designations

Brazil warns that the United States' designation of the PCC and CV gangs as terrorist organizations could justify unilateral US military force on Brazilian soil.

The Federal government of Brazil warns that a unilateral United States decision to designate the Primeiro Comando da Capital (PCC) and Comando Vermelho (CV) as Foreign Terrorist Organizations (FTOs) could serve as a pretext for U.S. military intervention. On June 5, the U.S. placed these gangs in the same legal category as Al-Qaeda and ISIS, a move the Brazilian government claims occurred without formal diplomatic notice.

Foreign Minister Mauro Vieira informed the Chamber of Deputies that the designation creates concrete risks to national sovereignty. He stated the classification allows the U.S. to apply extraterritorial financial, immigration, and criminal measures against Brazilian citizens and companies. The U.S. Treasury Department has already sanctioned two Brazilians and three companies for alleged PCC ties and money laundering.

U.S. Secretary of State Marco Rubio defended the action, stating the administration would use all available tools against violent narcoterrorists. Brazil's concerns are amplified by a recent U.S. military operation in Caracas to abduct Venezuelan President Nicolas Maduro, which President Luiz Inácio Lula da Silva described as the first direct U.S. military attack on South America in over 200 years.

The diplomatic crisis unfolds amid a pending U.S. decision on whether to impose 25% tariffs on Brazilian products by July 15 and upcoming Brazilian presidential elections in October.
