Mark Carney Meets Provincial Leaders Over Trump Tariffs

Prime Minister Mark Carney is meeting with 13 provincial and territorial leaders in Charlottetown, Prince Edward Island, to coordinate a national response to trade tensions with the United States. The meeting follows three proclamations signed by U.S. President Donald Trump, which impose 50 per cent import duties on various Canadian goods effective August 19. These tariffs target approximately $28 billion in trade—roughly 5 per cent of Canada's annual exports to the U.S.—including cement, hockey sticks, wine, and whisky.

The Trump administration justified the levies under Section 338 of the Tariff Act of 1930, alleging that Canada's dairy system, vehicle quotas, and provincial liquor bans constitute discriminatory treatment of U.S. commerce. However, Canadian officials noted that 85 of the 555 targeted products are not actually exported by Canada to the U.S., suggesting the tariffs are a pressure tactic.

While Carney has agreed with Trump to intensify negotiations to resolve the dispute and renew the U.S.-Canada-Mexico Agreement, reactions within Canada are split. Some provincial leaders have suggested retaliation, while others maintain the liquor bans that triggered the conflict. During the Charlottetown conference, Ontario Premier Doug Ford emphasized unity behind the prime minister's leadership, and P.E.I. Premier Rob Lantz advocated for an aggressive negotiating stance. Provincial leaders are also using the gathering to seek increased federal health care funding and faster project approvals from the federal government.
