Secretary of State Marco Rubio attended as the highest-ranking Hispanic official in U.S. history. Trump described Rubio as a "master" in dealing with foreign leaders, particularly regarding policy toward Cuba. The celebration occurs as the administration faces conflicting data on Latino voter sentiment ahead of November midterm elections, with some polls indicating a majority of registered Latino voters in competitive House districts disapprove of the president's performance.
