Zelenskyy Launches Global 'Drone Deals' to Export Ukrainian Weapons
President Volodymyr Zelenskyy is leveraging Ukraine's drone warfare expertise to establish joint production ventures and export surplus weapons to partners across Europe and the Middle East.
President Volodymyr Zelenskyy has initiated a global strategic shift to export Ukrainian military technology and expertise in exchange for financial and security support. Utilizing a framework termed "drone deals," Ukraine has signed defense cooperation agreements with Germany, Norway, the Netherlands, Italy, Saudi Arabia, Qatar, and the United Arab Emirates. These partnerships focus on the joint production of unmanned systems and missiles, with Germany providing a €4 billion package for Patriot systems and laser-based weapons. Norway has specifically agreed to launch the joint production of Ukrainian drones on Norwegian soil, with the first systems expected by summer 2026.
Zelenskyy announced that Ukraine's defense industry has up to 50% spare capacity in some sectors, allowing the nation to begin exporting homegrown weapons while maintaining priority supply for its own armed forces. To protect this technology, Ukrainian intelligence agencies are blacklisting countries that cooperate with Russia. Meanwhile, Poland is treating Ukraine as a "unique testing ground," planning to evaluate its own domestic military equipment under real combat conditions.
This industrial expansion occurs as Ukraine faces intensifying Russian aerial campaigns. Zelenskyy reported a drone interception rate of over 90% but emphasized a critical need for more ballistic missile defense. In response, Defense Minister Mykhailo Fedorov outlined the goal of creating an "anti-drone dome" over the country. Strategically, these global deals aim to reduce Ukraine's reliance on U.S. military support and stimulate economic growth through the emerging defense export market.
