CMS Releases $12 Billion in Withheld Texas Healthcare Funding

The Centers for Medicare and Medicaid Services approved the release of nearly $12 billion in federal healthcare funding to Texas on September 17, 2026. The federal agency had withheld the money since September 1 due to legal disputes concerning the state's provider tax system.

The funding restoration follows months of negotiations, including an August letter from Governor Greg Abbott to Health Secretary Robert F. Kennedy Jr. In the correspondence, Abbott criticized the lack of clarity regarding federal taxing requirements and proposed collaboration to implement system changes.

The Texas Hospital Association reported that the shortfall cost state hospitals approximately $27 million per day, prompting warnings that rural facilities might be forced to reduce essential services. Governor Abbott described the resolution as a "major victory for Texas patients," stating that the funds ensure emergency rooms and rural care remain available to the public.
