President Donald Trump unveiled the Winning the Race: America’s AI Action Plan on July 23, 2025, a comprehensive strategy designed to secure U.S. global dominance in artificial intelligence. The plan is built on three pillars: accelerating innovation through deregulation, expanding domestic infrastructure, and leading international diplomacy and security to counter the influence of China.

To implement these goals, Trump signed three executive orders to fast-track permitting for data centers and semiconductor fabs, promote the export of a full-stack American AI technology package to allies, and ban the federal procurement of AI systems containing ideological bias. The administration specifically targeted diversity, equity, and inclusion (DEI) and climate-related mandates, directing agencies to remove such references from federal standards. Trump also advocated for a single federal AI standard, suggesting that federal funding be withheld from states that implement burdensome regulations.

The infrastructure push includes designating data centers as national security priorities and streamlining environmental reviews under the National Environmental Policy Act. This effort is supported by massive private investments, including $92 billion in Pennsylvania and commitments from companies like Nvidia and Apple. To meet energy demands, the plan prioritizes nuclear, geothermal, and fossil fuels.

While Silicon Valley leaders and business groups praised the deregulation, over 100 civil society groups, labor unions, and environmental advocates criticized the plan.
