Trump Launches AI Action Plan to Accelerate Infrastructure

President Donald Trump unveiled "Winning the Race: America’s AI Action Plan" during a keynote address at an AI summit in Washington, D.C. The strategy consists of over 90 policy actions focused on accelerating innovation through deregulation, building domestic infrastructure, and leading international diplomacy to counter China's national AI strategy.

To implement the plan, Trump signed three executive orders designed to fast-track federal permitting for data centers—specifically those requiring over 100 megawatts of power or $500 million in capital—and prohibit the federal government from procuring AI with "partisan bias or ideological agendas." The directives authorize the use of federal and military lands for computing facilities and order the streamlining of environmental reviews under the Clean Air Act, Clean Water Act, and the National Environmental Policy Act.

The U.S. Department of Energy identified federal sites in Idaho, Tennessee, Kentucky, and South Carolina for private-sector AI partnerships. Simultaneously, the U.S. Department of Commerce was tasked with launching the American AI Exports Program to promote the U.S. technology stack globally. In the health sector, the National Institutes of Health introduced GeneAgent, an AI tool for analyzing complex molecular data in disease research.

While the administration views the private sector as the primary driver of innovation, the plan faces potential hurdles including a lack of federal technical talent and regulatory protectionism from the European Union. Additionally, developers must still navigate state-level permitting and potential litigation regarding the rollback of environmental rules.
